Thank you for your interest in applying to California Strategic Growth Council’s (SGC) Community Resilience Centers (CRC) Planning Grant! Planning Grants range from $100,000-$500,000 each for activities including planning and pre-development for a Community Resilience Center, community engagement and coordination, and site preparation.

All CRC Planning Grants are due via Submittable by no later than 11:59 p.m. PT on Friday, September 4, 2026.
Note that this application includes several components:
- Applicants must complete all required sections of the online form via Submittable.
- Applicants must also download, complete, and reupload required application components (e.g. Community Engagement Plan, Application Workbook with Workplan and Budget).
Before you begin, a few items to keep in mind:
- Review CRC’s Instructions for Round 2 Applications on Submittable and the CRC Round 2 Planning Grant Application Checklist and Questions Preview guidance documents before starting your application on Submittable.
- Once you create a Submittable account to begin a specific CRC grant type application (e.g. CRC Planning Grant), you can share log-in credentials with other partners to work on a shared application.
- Submittable allows you to save progress along the way, so you can begin and come back to the application over time.
- If you decide to instead apply for a different CRC grant type (e.g. switching from Planning Grant to Implementation Grant), you will have to begin a new application in the new project (Implementation) and re-enter your information.

As you work on your application, keep in mind:
- Instructions are included throughout this application on how to complete the Planning Grant Application.
- Additional reference documents to support the development of your application can be found on the CRC Current Application Materials Webpage.
- Application technical assistance (TA) is offered to eligible, prioritized applicants who request support through the Application Technical Assistance Request Form. (Refer to Section 10: Technical Assistance for more information) The TA Request Form will open April 29, 2026, and is due no later than July 31, 2026, at 11:59 p.m. PT. CRC program staff and the TA provider will assign which applicants receive TA.
- SGC staff are creating online videos as additional application resources which will be linked in the CRC Round 2 Materials Webpage.
- SGC staff will host virtual office hours and a Microsoft Form for interested applicants to ask questions. Refer to CRC Round 2 Materials page for more details.
- The CRC Program will not be answering applicant questions about the CRC Round 2 application via email. All Round 2 applicants must submit their questions through this MS Form: https://forms.cloud.microsoft/g/bM3Emh1jFL. All questions and answers will be published publicly in our Google Drive of Application Materials and updated weekly. Please check back regularly. After your application has been submitted:
- CRC will review all applications to ensure that all required documentation is submitted and that the application is complete. Applicants that are missing application information will be notified by CRC staff and asked to provide the missing information within three business days.
- Applications that are deemed incomplete or ineligible will not be scored or considered for funding.
- SGC will not accept late applications or application revisions after the application deadline.
